While we're kind of on the subject, what is the internal volume of an A7 cab?

That depends if the flairs are sealed off. I did a rough calculation on my cabinets, with unsealed flairs, and got just over 12 cubic feet.

So given that, is there any reason you couldn't get a 515B to do 30-35Hz if you install a ported panel at the bottom and tune it properly? I'm not looking for massive volume levels so extreme bracing shouldn't come into play.

This really isn't a question that I'm qualified to answer, but here is my guess........ if it were that easy, Altec would have done it. It could be that the tuning of the port and the tuning of the horn would be too far off from each other, and be kind of dis-jointed.
